A site collection is administered by site collection administrators. You pick a primary and secondary site collection administrator when a site collection is first created. You can add more administrators afterwards if you like and this video shows you how to can do that. Keep in mind that site collection administrators can administer any site within the site collection even they have not been explicity given permissions to a site.

Single Sign On, or simply referred to many times as SSO, is a SharePoint Server feature that provides storage of credentials such as your username and password to your back end enterprise applications. Credentials are encrypted and stored within the SSO database in SharePoint and can be passed on your behalf to your backend Enterprise Applications. This video shows how to configure SSO and then use it with SharePoint Designer Data Views.
